Takuma Zaizen
Zaizen is the administrator who oversees all the STN operations in Japan. With him in charge the STN has seen many advances in the hunting of witches. He oversees a new branch of the STN known as the Factory. There main purpose is to develop new technology in the fight against witches. It is there that Orbo was produced and refined. With it being such a powerful tool in the hunters arsenal they are of course trying to further develop it and create better ways of beating witches.
Orbo is not the only trusted thing in Zaizens arsenal though. He has entrusted the STN-J witch hunting team to Amon to oversee. He completely trusts Amon's skill as both a hunter and a leader. He knows that under Amons lead the hunters are bound to accomplish great things.
